New Revision of the EU ETS MRV Regulation

On 23 September, the European Commission adopted the Implementing Regulation (EU) 2024/2493, which amends the EU ETS Monitoring and Reporting Regulation (MRR), as part of the Fit For 55 revisions. Although focused on emissions from road transport and buildings, the new Regulation includes a provision affecting Waste-to-Energy (WtE) plants. The amendment in Annex VII mandates monthly flue gas analyses for WtE plants or every 50,000 tonnes of CO2, placing an additional burden to the measurement of CO2 from WtE plants.
