On November 8, we gathered to celebrate the closing of the International Training Workshop on Waste-to-Energy – an event hosted by Zhejiang University (ZJU) and co-organized by Zhejiang University of Technology (ZJUT) and the International Consultant Committee on Waste-to-Energy (ICCWtE), with support from WtERT, brought together 20 participants from 15 countries.

Imagine that you are the mayor of a city named Metropolis and are in Charge of School logistics. Before doing so, you might have to ask yourself a few essential questions. And finally, how much will it cost? All these essential questions need to be answered before starting to implement this project and to buy your buses. After that, your political decisions will direct the choice of implication of private sector on the different aspects of your project.

Several contributions to this issue of the Carbon & Climate Law Review have illustrated current efforts to introduce emissions trading systems in the developing world. Overall, this is a welcome trend, as it shows that carbon markets are successfully incentivizing more robust mitigation efforts in countries with the fastest growth in greenhouse gas emissions. Given that any meaningful action on climate change will necessitate allocation of scarce resources among many competing aims, the flexibility and efficiency gains offered by a marketbased approach may indeed be critical for any prospect of avoiding dangerous anthropogenic interference with the global climate system. It is thus readily apparent that ensuring the integrity of these emissions trading systems will become vitally important far beyond the national boundaries of the countries that introduce them.

This is the recommendation of the European Parliament. The EQF (European Qualification Framework) defines the levels of a training. A Bachelor would be on level 6, a Master on level 7.

Waste management has historically suffered from an image of dirty work on dirty sites carried out by poorly qualified people. It has traditionally been viewed as a public service, focused on efficient collection and disposal, and as such, it may not have been considered as a dynamic career opportunity in the past. Whilst this image may have been appropriate in an age when disposal was the main focus; dilute and disperse was the accepted “pollution control” technique and waste sites were largely unlicensed and uncontrolled, this is no longer the case and the industry can now lay claim to being one of the most dynamic and fast-changing business sectors.
